Intergenerational Center (December 13, 2023). Four (4) of the six (6) workshops were hybrid meetings, <br />providing the opportunity to attend in person or via Zoom. At these workshops, County Staff and Kimley-Horn <br />team members explained the EAR process. They provided an overview of the purpose and significance of eight <br />(8) key Plan Elements (out of twelve (12) total Elements). The community workshops focused on Future Land <br />Use, Public Infrastructure, Transportation, Economic Development, Housing, Coastal Management, <br />Conservation, and Parks & Recreation. Key workshop findings will be discussed in the respective Elements of <br />this report. After thorough Plan evaluation, gaining insight and recommendations from the Staff using the Plan, <br />reviewing historical trends and fresh data for Plan Elements, and actively listening to the community, the <br />Kimley-Horn team recommended to Staff to keep, revise, or remove each goal, objective, and policy. <br />ANALYSIS <br />Due to the size of the analysis section of this report, please refer to the attachments field to view. A complete, <br />printed staff report will be available in Planning & Development Services Department. <br />BUDGETARY IMPACT <br />N/A <br />PREVIOUS BOARD ACTIONS <br />There have been no previous BCC action taken on the 2025 EAR -based amendments. This staff report has been <br />prepared for the first public hearing to consider the amendments. The Planning and Zoning Commission, at its <br />regular meeting on June 26, 2025, unanimously recommended approval of the 2025 EAR -based amendments. <br />POTENTIAL FUTURE BOARD ACTIONS <br />After approval of the EAR -based amendments by the BCC, County Staff will transmit the EAR to Florida <br />Commerce, which is the State Land Planning Agency. The EAR is also sent to the following state agencies: <br />Treasure Coast Regional Planning Council / St. Johns River Water Management District / FL Department of <br />Transportation / FL Department of Environmental Protection / FL Department of State / FL Fish and Wildlife <br />Conservation Commission / FL Department of Agriculture and Consumer Services / and the Florida <br />Department of Education. The state agencies have 30 days from the date they received the transmitted materials <br />(from the County) to respond in writing regarding any adverse impacts to their respective areas of purview. If <br />Florida Commerce elects to formally review the EAR, they shall issue a report giving its objections, <br />recommendations, and comments regarding the amendments within 60 days after receipt. County staff then <br />addresses any concerns received in writing from the state agencies and schedules a second public hearing for <br />final adoption of the EAR amendments by the BCC. <br />STRATEGIC PLAN ALIGNMENT <br />N/A <br />OTHER PLAN ALIGNMENT <br />The EAR -based amendments will update the County's Comprehensive Plan to address all required changes <br />mandated by State Statute since the last County Comprehensive Plan update; it will simplify the <br />Comprehensive Plan to eliminate redundancies; remove regulatory items better suited for the County's Land <br />Development Regulations; and incorporate or update references in the Comprehensive Plan to other County <br />Indian River County, Florida Page 3 of 4 Printed on 8/1/2025 <br />powered by LegistarT 5 <br />
