Capital Improvements Element: <br />The Capital Improvements Element ensures the fiscal capability of the County to fund needed public <br />facilities, guides the funding of those identified improvements, and schedules the funding and <br />construction of improvements in a manner necessary to ensure that capital improvements are provided <br />when required. The Capital Improvements Element is updated annually, so few changes are expected to <br />be necessary. A summary of the changes is as follows: <br />0 Update Planning Horizon and agency references, e.g., the Florida Department of Economic <br />Opportunity (DEO) recently rebranded to Florida Commerce <br />0 Duplicative policies (between the Capital Improvements Element and other Elements) were <br />identified, but it was noted that these may be kept without issue for ease of reference <br />These proposed amendments are minor in nature but would improve the accuracy of the Element, <br />ensuring it can be implemented appropriately. A capital improvements plan is a necessary tool in <br />implementing the Comprehensive Plan as a whole, and this will ensure the needs of the community will <br />continue to be addressed and met. <br />Policy 1.2: The eCounty and the School District shall undertake only those capital improvements <br />included within this element's adopted capital improvements program. Pursuant to Section <br />163.3177(3)(b) F.S., the Capital Improvements Element will be reviewed every year. If any facility <br />identified in the Schedule of Capital Improvements is delayed or deferred in construction, or is <br />eliminated from the capital improvements program, and this delay, deferral, or elimination will cause <br />the level -of -service to deteriorate below the adopted minimum level of service standard for the facility, <br />a comprehensive plan amendment will be required to adjust the Schedule of Capital Improvements. The <br />annual update of the capital improvement element shall be done with a single public hearing before the <br />Board of County Commissioners and a copy of the ordinance amending the Capital Improvements <br />Element shall be transmitted to DE -he state land planningaagency. <br />Objective 2: Through 204538, development in coastal high hazard areas will not increase beyond the <br />density or intensity levels indicated on the current Future Land Use Map. <br />Policy 2.1: The coastal high hazard area is defined as the area of the county designated as evacuation <br />zones for a category one hurricane. <br />Objective 3: Through 204538, adopted levels -of -service will be maintained for all concurrency <br />facilities. <br />Objective 4: Through 2045-38, new developments will bear a proportionate share of the cost required to <br />maintain adopted level -of -service standards. <br />Objective 5: Through 204538, the eCounty will ensure that it is able to fund and provide required <br />services and facilities. <br />C:\Users\ufc-prod\AppData\Loca1\Temp\BCL Technologies\easyPDF 8\@BCL@6414E534\@BCL@6414E534.docx 45 <br />51 <br />
