Policy 5.3: Indian River County shall require a buffer zone of native upland edge vegetation to be <br />retained around wetland and open water habitats which are constructed or preserved on new development <br />sites. Buffer width and exceptions to this requirement can be found in Land Development Regulations <br />Section 928.07. <br />Policy 5.4: In recognition of the many natural functions and values of estuarine wetlands, and in <br />recognition of the need to protect these resources from incompatible land uses for the sake of the public <br />interest, al} the environmentally sensitive estuarine wetlands habitats `hall be deemed envie-e mepAally- <br />s an are designated C-2, Estuarine Wetlands Censer-vation within the Conservation District, on <br />the comprehensive plan future land use map. Consistent with Future Land Use Policy 1.3 1, the specific <br />boundaries of estuarine wetlands and the C-2 designation shall be determined on a site -by -site wetland <br />survey basis. <br />Policy 5.5: The eCounty shall continue to accept fee -in -lieu payments as a last alternative for mitigation <br />of wetlands alteration when on-site mitigation is not practicable, but only when consistent with the State's <br />Uniform Mitigation Assessment Method (UMAM) and only in cases where the affected wetland is a <br />small (less than 0.50 -acre), isolated, disturbed wetland with minimal functional value.
