Coastal Management Element: <br />The Coastal Management Element sets the foundation for the County to protect and preserve its coastal <br />resources as well as protect life and property from natural disasters. The Element ensures the resilience <br />of the community. A summary of the changes that are proposed for the Coastal Management Element <br />are as follows: <br />0 Establish that Boat Facility Siting Zones will be established in the County's Manatee Protection <br />and Boating Safety Comprehensive Management Plan and streamline Policy language related to <br />requirements for projects to meet specific criteria. <br />0 Move regulatory language from the Plan to the LDRs. <br />0 Suggested new policies to encourage coordination with appropriate agencies to fund and <br />implement beach stabilization projects and establish a prioritization process for shoreline <br />stabilization and beach renourishment projects based on benefit -cost ratios. <br />These recommended changes are important to better reflect the threats of flooding and sea level rise and <br />the importance of conservation measures. <br />Objective 1: Through 20202040, there will be no reductions in the overall amount of terrestrial and <br />marine resources within the coastal zone of Indian River County compared to 2009 baseline data. <br />Policy 1.7: `x.: the With each Manatee Protection and Boating Safety Comprehensive Management_ <br />Plan (MPP) under -goes its five yeaf e alts tie , the eCounty shall reassess evaluate, as appropriate, the <br />appropriateness o manatee protection speed zones. <br />Policy 1.11: Indian River County shall continue to premete monitor both commercial and private fishing <br />activities within the eCounty through management of marine habitats and permitting of fishing resources. <br />Objective 2: Th-ough 2020, theF-e will be ne F-eduetiffl i The County will continue efforts to improve <br />the water quality of the Indian River Lagoon er and the St. Sebastian River. <br />Policy 2.1: The eCounty hereby adopts the State designation of Class II - "shellfish propagation or <br />harvesting," as defined in the 2005 2022 Florida Department of Environmental Protection's Surface <br />Water Quality Standards report, as the water quality standard for the following portions of the IRL <br />located within the unincorporated countySebastian net extending mouth to C.R. 510 east of the <br />hAr-aceastal Water -way (WW); South of G.R. 510 extending to an east west line transeeting the Nefth <br />Relief Canal (beth sides ef the 1CW); seu4h of an east west line tr-anseeting the ner-th tip ef Reund is! <br />and east of the 1CW (Ref F;, twe 9.144s noted in 62-302 F.A.C. <br />Policy 2.2: The eCounty hereby adopts the State designation of Class III suitable for "Recreation, <br />propagation, and maintenance of a healthy, well-balanced population of fish and wildlife," as defined in <br />the 2885 2022 Florida Department of Environmental Protection's Surface Water Quality Standards <br />report , as the minimum water quality standard for the following portions of the IRL leeatea ...itM <br />indian River County: Sebastian inlet extending south to C.R. 510, west of the !CW; south of an east- <br />eas, of the rrW(Re f F;guT-e o 10). as defined in 60-302 F.A.C. <br />C:\Users\ofc-prod\AppData\Local\Temp\BCL Technologies\easyPDF 8\@BCL@6414E534\@BCL@6414E534.docx 64 <br />70 <br />
