Objective 4: Through 2438 2040, all natural functions of the beach and dune system in Indian River <br />County shall be protected and no unmitigated human -related disturbance of the primary dune system <br />shall occur. <br />Policy 4.1: The eCounty shall continue to recognize the 498-t Florida Department of Natural Rese r-ees <br />(1iDNR-) Environmental Protection Coastal Construction Control Line (CCCL), as established by <br />Chapter 161.053, F.S., and recorded on June 10, 19811 in Plat Book 10, Pages 93-93H, as being the <br />eCounty's line of regulatory prohibition, or Dune Stabilization Setback Line (DSSL). Construction <br />encroachment, except for the following, shall be prohibited oceanward of the DSSL: <br />• federal, state and locally permitted erosion control stabilization and beach renourishment <br />projects; <br />• the construction of dune cross-over structures and other minor structures; <br />• public navigational projects, markers or other control structures; <br />• maintenance and/or restoration of legal nonconforming structures not requiring greater than 50 <br />percent construction, per Federal Emergency Management Agency (FEMA) regulations; <br />• use of emergency equipment and/or activities, such as removal of ordnance and debris, to protect <br />life and/or loss of upland property; <br />• structural and non-structural stabilization techniques to protect coastal buildings from a 15=year <br />or less storm event. <br />Policy 4.2: In light of the potential for increased coastal erosion from climate change, sea level rise and <br />other factors, the eCounty shall, by 2012-, will continue to evaluate the location of the DSSL through <br />2040 and consider relocating that line further west. <br />Policy 4.3: To ensure appropriate protection of the beach and dune system, the county shall review all <br />proposed beach and dune projects in the unincorporated area of the county and within the city limits of <br />Vero Beach and shall review and submit comments regarding permit applications of all appropriate <br />federal, state and local agencies governing beach and dune management. Shoreline stabilization criteria <br />will follow Policy 10.5 of the Conservation Element. <br />Policy 4.6: Indian Rivef GeunAy shall pfeteet and pfeser-ye natufal beaeh and dune systems by adepting <br />andwithin the municipal limits of the eity of Vefe Beach, as outlined in Policy 10.5 of the Censefva <br />[Consolidated with 4.31 <br />Policy 4.9: County staff will attend meetings held by the Sebastian Inlet Tax Distric4 and will pafticipa <br />in evaluating teehnieal studies pfepafed by the Distfiet.
