Policy 8.4: "The eCounty shall prohibit the net loss of public access and facilities by: <br />• requiring any displaced or removed public access to be replaced at a minimum of a one-to-one <br />(1:1) ratio; <br />• requiring private property owners will be encouraged to provide public access, through the <br />dedication of private easements, to beaches which are renourished or enhanced with public funds. <br />This requirement may include provisions for the establishment, relocation or enhancement of <br />public accesses provided that such established, relocated or enhanced accesses will not adversely <br />impact existing residential neighborhoods or adversely impact existing natural resources; and <br />• providing public vehicular parking at more than 50 percent of all new public beach accesses. Developers shall be <br />required to preserve these resources while maintaining a reasonable use of the land. <br />Policy 9.5: The eCounty shall recognize and Pr-oper-l-y manage its historical resources by implementing <br />Objeeti-ve 8 -Of the Future Land Use Element. <br />Policy 9A T2� tThe eCounty will develop management plans for the following scenic/ historic <br />roads: Fellsmere Grade, Quay Dock Road, Old Winter Beach Road, and Gifford Dock Road. <br />Objective 10: Through 24382040, the level of service (LOS) for traffic circulation, recreational <br />facilities, stormwater management, and potable water and sewer service in the coastal zone of Indian <br />River County will be consistent with the LOS standards set forth in the concurrency section of the Capital <br />Improvements Element. <br />Policy 10.2: <br />implementing of beaeh stabilization projects.
