grievance which is, for any reason, not the subject of a timely response by the <br />County or by the Department shall be deemed denied at that step and the grievant <br />may proceed to the next step. The failure to proceed on a timely basis to the next <br />step shall bar the grievance. <br />14.08 Bargaining unit employees may not avail themselves of the grievance and <br />arbitration procedures set forth in this Agreement with respect to any matters which are not <br />expressly covered by this Agreement, such as disciplinary actions other than demotion or <br />termination of employment. <br />22 <br />
