Director Davis, responding to discussion from the <br />Commissioners, explained that the beach profile needs to continue <br />to the seawall. Staff would like to see no more than 5 feet from <br />the top of the seawall to the toe. From the escarpment seaward, <br />much of the sand has been moved back into the system with some even <br />washing landward of the dunes. The County needs to move ahead with <br />dune restoration and maintenance plans from the seawalls seaward, <br />as a cooperative effort between the County and the property owners. <br />Chairman Adams felt the State really passed the buck on this <br />highly volatile issue and the Board will have to make some <br />decision. <br />Commissioner Macht wanted to know whether a provision for <br />design approval could be added, and County Attorney Vitunac <br />confirmed that permits, including ones granted today, can include <br />a requirement for design approval. <br />Commissioner Ginn felt she could support a motion to grant <br />emergency permits for the 2 seawalls being requested today. <br />Chairman Adams reminded the Board that a seawall workshop will <br />be coming up shortly. <br />Commissioner Macht felt we need to recognize people have a <br />right to protect their property and he could support that motion <br />with the understanding from staff that they will be able to react <br />in a timely fashion if others get into an emergency situation„ <br />Chairman Adams directed staff to finish the other evaluations <br />and bring them back.
