November 19, 1996 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Regular Session at the County Commission Chambers, <br />1840 25th Street, Vero Beach, Florida, on Tuesday, November 19, <br />1996, at 9:00 a.m. Present were Fran B. Adams, Chairman; Carolyn <br />K. Eggert, Vice Chairman; Kenneth R. Macht; John W. Tippin; and <br />Caroline D. Ginn. Also present were James E. Chandler, County <br />Administrator; Charles P. Vitunac, County Attorney; and Patricia <br />"PJ" Jones, Deputy Clerk. <br />Chairman Adams called the meeting to order and led the Pledge <br />of Allegiance to the Flag. <br />Chairman Adams then welcomed new Commissioner Caroline D. Ginn <br />and commented that this is a historical moment. This is the first <br />time the Board has had a majority of women. <br />Commissioner Tippin remarked that he is accustomed to being <br />outvoted by his wife and 3 daughters; this will not be new to him. <br />ADDITIONS TO THE AGENDA <br />Chairman Adams requested five additions to today's Agenda: <br />1. Item 7-L, appointment of David E. Sullivan as <br />alternate to Dr. Edwin Massey on Economic <br />Development Council. <br />2. Item 9-B, Emergency Permits for Construction <br />of Seawalls along South Beach. <br />3. Item 12, Legislative Delegation Meeting. <br />4. Item 13-A-2, Florida Housing Finance Agency. <br />5. Item 13-A-3, report on Northwest County Property Owners' <br />Meeting regarding Willow Street. <br />Commissioner Eggert requested the addition of Item 13-B, <br />Community Coach Trolley Fees. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously added the <br />above items to the Agenda. <br />NOVEMBER 19, 1996 <br />
