B. Appreciation Presented to Daniel Richey Upon Retirement from <br />Planning and Zoning Commission <br />Dan Richey accepted the Proclamation and expressed his <br />appreciation of the opportunity for the last 10 years. He learned <br />a lot and it has been a real joy. He felt the staff is second to <br />none in the entire State. <br />PROCLAMATION <br />WHEREAS, Daniel Richey has announced his retirement from the Indian River <br />County Planning and Zoning Commission effective November 14, 1996; and <br />WHEREAS, Dan was appointed to serve on the Planning and Zoning Commission <br />on September 23, 1986; and <br />WHEREAS, Dan was elected Chairman of the Planning andloning Commission on <br />March 12, 1992, and has held that position until the time of his retirement from that board. <br />He has displayed fairness and integrity in confronting the myriad problems that arise when <br />dealing with planning and zoning issues; and <br />WHEREAS, some of the most notable accomplishments during his tenure were the <br />Grand Harbor Development of Regional Impact and the revamping of the Sign Ordinance <br />and the Grand Harbor Planned Development in 1986; the Jungle Trail Management Plan <br />in 1989; adoption of the 1990/91 Comprehensive Land Use Plan; re -write of the Land <br />Development Regulations in 1991; the Indian River Mall Development of Regional Impact <br />in 1994; the Wabasso Corridor Plan in 1995; the Special Studies on Communication <br />Towers and the Evaluation and Appraisal Report currently under discussion: <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that the Board expresses <br />deep appreciation for the service Daniel Richey has performed over the past 10 years on <br />behalf of Indian River County, and extends heartfelt wishes for his success in future <br />endeavors. <br />Adopted this 19 day of November, 1996 <br />NOVEMBER 19, 1996 <br />BOARD OF COUNTY COMMISSIONERS <br />INDIAN RIVER COUNTY, FLORIDA <br />Fran B.
