New coastal construction occurring seaward of the primary dune during any portion of the <br /> marine turtle nesting season shall be conducted during daylight hours only. Any person who <br /> anticipates beginning or continuing coastal construction during any portion of the nesting season <br /> or any person whose coastal construction project will permanently alter natural shoreline <br /> characteristics shall prepare a sea turtle protection plan in accordance with FDEP requirements. <br /> A copy of the approved sea turtle protection plan shall be provided to the City prior to <br /> commencement of construction. Daily logs, monitoring results, and all similar records <br /> maintained pursuant to the FDEP-approved sea turtle protection plan shall be provided to the <br /> City by the permit holder responsible for implementing and conducting the sea turtle protection <br /> plan; <br /> Restored and stabilized dunes shall be vegetated with authorized native, salt-tolerant plants <br /> suited to the beach/dune environment and irrigated by hand watering methods only in a manner <br /> that does not broadcast water seaward of the toe of the primary dune; <br /> -The County shall enforce the St. Sebastian River and Indian River Lagoon Aquatic Preserve <br /> Shoreline Protection Buffer Zone established in the Indian River County Upland Habitat <br /> Protection Ordinance. <br /> —The preservation of existing native vegetation shall be required along the shoreline. The use of <br /> rigid structural alternatives will not be permitted unless non-structural methods have proven <br /> ineffective. The proposed seawall is part of a comprehensive plan for shoreline stabilization and <br /> revegetation, which includes a mitigation plan for all adversely impacted shoreline and aquatic <br /> vegetative species. The proposed seawall is adjacent to buildable upland property and does not <br /> increase the seaward(outward)projection of the property.
