Rapid Removal Derelict Vessel Grant (See Section VI of guidelines for <br />eligibility and restrictions). <br />Request for a rapid removal derelict vessel grant to remove a boat from the beach which is subject <br />causing further environmental damage and creates a safety issue. <br />Brief Project Summary (including the total number of derelict vessels that you are requesting be removed as part of <br />this project). (Note that a detailed Project Summary/Scope of Work is required as an attachment to this application. <br />As of October 15, 2025, one derelict vessel has been authorized for removal from the beach in <br />Indian River County. Using a contractor (Outlaw Maritime LLC) the County will efficiently and safely <br />remove the derelict vessel following the FWC Derelict Vessel Removal Guidelines. Ecological <br />Consultants has provided the contractor with a quote for an authorized permit holder to be present <br />during the removal process to protect any sea turtle nests in the vicinity of the vessel. A detailed <br />Scope of Work is attached to this document for review. <br />Ill. JUSTIFICATION FOR RAPID REMOVAL GRANT REQUEST VS. BULK DERELICT VESSEL GRANT <br />REQUEST <br />Describe how the vessel to be removed meets the rapid removal criteria listed in Section VI of the Derelict Vessel <br />Removal Grant guidelines using specific conditions which demonstrate it is in danger of imminent sinking, breaking <br />apart, or is a critical danger to public safety or the environment. <br />The vessel washed ashore in the fall of 2024 after the hurricane season. The vessel is located on at <br />the mean high tide line. The vessel is a safety issue for beach goers and the environment. The <br />vessel has shifted, taking on sand and water. It is deteriorating and pieces of the vessel are entering <br />the Atlantic Ocean or becoming scattered along the beach. The boat is at risk of being washed out <br />and further damaged on the near shore hard bottom reef.
