He pointed out that an advantage of <br />the park is that each facility will be dependent on the other. <br />Gene Gagliardi, president of Indian River Aerodrome Group, <br />felt this morning's discussion had been very enlightening. He <br />asked why Indian River County was selected for this industrial park <br />project, and Chairman Adams replied that the County solicited bids <br />and selected this firm from the bids. Mr. Gagliardi also asked <br />about technical advisors for the County, and Chairman Adams <br />responded that experts, Camp Dresser & McKee and Raftelis, had been <br />hired to do research and make recommendations. From his <br />engineering background, Mr. Gagliardi was aware of prior failures <br />to generate methane as a fuel. He suggested that some technical <br />people be hired for our side to investigate before the decision is <br />made. <br />Chairman Adams assured Mr. Gagliardi that the Board looks to <br />consultants very often, and that in this project the County expects <br />to be the leader, not the guinea pig. <br />Mr. Gagliardi was concerned the county would end up being the <br />garbage disposal area for the east coast of Florida, and Chairman <br />Adams assured him it was not going to happen and Commissioner <br />Eggert pointed out that there will be a cap on the amount of <br />garbage coming in. <br />Milt Thomas, Chamber of Commerce, speaking for himself, <br />reminded everyone that the objective of negotiations is not <br />"victory" but "agreement". He supported the project and hopes it <br />works. <br />Chairman Adams expressed appreciation to Messrs. Knigin and <br />Lipshie for taking the time to come to Vero Beach and appear before <br />the Board. <br />Commissioner Eggert pointed out once the contract is <br />finalized, many of the questions would be answered. <br />Commissioner Ginn requested a list of the technical firms <br />currently working on this project which Administrator Chandler will <br />provide. <br />Chairman Adams suggested that staff set up a time to meet with <br />Commissioner Ginn to bring her up to date on this project. <br />Chairman Adams announced a short break at 10:50 a.m. and the <br />Board reconvened at 10:59 a.m. <br />33 <br />November 26, 1996 <br />Boa 99 uU 953 <br />
