Board of County Commissioners Meeting Minutes - Final September 23, 2025 <br />Mr. Sweeney suggested having the facility's director exchange contact information <br />with Principal Potter and the school's resource officer to better facilitate <br />communication. County Attorney Shuler weighed -in with the standard of review, <br />noting the Board could approve the request with conditions. <br />The Chairman closed the public hearing. <br />A motion was made by Vice Chairman Loar, seconded by Chairman Flescher, <br />to approve staffs recommendation. The motion carried by the following vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman Loar, Commissioner Adams, Commissioner <br />Earman, and Commissioner Moss <br />The Chairman called for a recess at 11:32 a.m., and reconvened the meeting at 11:47 <br />a.m. with all members present. <br />B. COUNTY ADMINISTRATOR MATTERS <br />12.A. 25-0942 Ratification of Collective Bargaining Agreement Between Indian River <br />County Emergency Services District and Indian River County <br />Firefighters/Paramedics Association, Local 2201, IAFF for Battalion <br />Chiefs Effective October 1, 2024 through September 30, 2025 <br />Recommended action: Staff respectfully requests the Board approve ratification of the Collective Bargaining <br />Agreement between Indian River County Emergency Services District and Indian <br />River County Firefighters/Paramedics Association, Local 2201, IAFF for Battalion <br />Chiefs effective October 1, 2024 through September 30, 2025 and authorize the <br />Board Chair to sign the Agreement. <br />Attachments: Battalion Chief CBA Effective 10/01/24-9/30/25 <br />County Administrator John Titkanich stated the Battalion Chiefs with the International <br />Association of Firefighters (IAFF) Local 2201 signed a tentative agreement on May <br />21, 2024, which was now being presented to the Board for approval. The lead <br />negotiation team was acknowledged for their efforts in reaching this agreement. <br />The agreement included important provisions, such as limits on grievances and <br />arbitration for demotion or termination. It provided a four percent retroactive wage <br />adjustment dating back to October 4, 2024. While the rank and file received a 10 <br />percent raise last year, Battalion Chiefs received a six percent raise inline with other <br />general employees. Additional benefits include a scheduled day off every three weeks <br />and an honor guard incentive. The retroactive wage adjustment was estimated to cost <br />the County $65,500. <br />Indian River County, Florida Page 16 <br />
