Board of County Commissioners Meeting Minutes - Final September 23, 2025 <br />informational presentation with background information regarding the <br />Environmental Land Bond Referendum. The Environmental Land Acquisition <br />Panel (ELAP), which reviewed and ranked properties on the basis of restoration <br />opportunities and recreational options, per the Board's approval. The Durrance <br />Place and Hale Grove adjacent parcels were Tier 1 ranked properties, and would <br />be up for consideration at the October 7, 2025, BCC meeting. <br />Assistant Director of Parks, Recreation, and Conservation Wendy Swindell <br />began her presentation with the Hale Grove parcel located east of US Highway 1, <br />north of the Wabasso Causeway. The four -parcel site consisted of 21.89 acres <br />and had a price of $2.54 million, based on appraisals. The Durrance Place was an <br />adjacent two -parcel property measuring 11.74 acres with a price tag of $1.26 <br />million. Ms. Swindell then discussed the restoration and recreation opportunities: <br />restoration of herbaceous saltmarsh, water quality improvement, protection for the <br />Indian River Lagoon, nature trails, and a possible kayak launch.
