• Regulatory compliance data <br /> 2.1.2 Document and Data Review—Overview <br /> CONSULTANT will perform a high-level review of documents and data provided by <br /> COUNTY to inform discussions on risks, drivers, compliance efforts, and existing level <br /> of service goals. CONSULTANT will report on preliminary findings at the IWMP <br /> Chartering and the Strategic Goals and Objectives Follow-Up Workshops. <br /> 2.1.3 Condition of Assets —Overview <br /> CONSULTANT will perform a high-level review of asset inventory, condition assessment <br /> data, product data sheets, operational data, and other relevant data sources to perform <br /> an initial desktop assessment of the condition of the COUNTY's assets. This review will <br /> be performed to a level of detail needed to identify key focus areas for future desktop <br /> condition assessment efforts and to guide discussions in the IWMP Chartering and the <br /> Strategic Goals and Objectives Follow-Up Workshops. <br /> 2.1.4 Regulatory/Policy Review <br /> There are several outstanding and upcoming regulatory and water quality drivers at the <br /> local, state, and federal levels that will influence the planning, development, <br /> implementation, and ultimate success of the IWMP. These issues include EPA drinking <br /> water standards, Florida regulations, local water quality goals, collaboration with local <br /> Watershed Management Authorities, and consumptive use permitting. CONSULTANT <br /> will conduct an initial review to define applicable regulatory drivers based on Safe <br /> Drinking Water Act (SDWA) and Clean Water Act (CWA) requirements. <br /> 2.1.5 Level of Service Goals <br /> CONSULTANT will review the COUNTY's existing qualitative and quantitative level of <br /> service (LOS) goals defined in previous master planning documents, capital planning <br /> documents, and operational data. If LOS goals are not readily apparent, CONSULTANT <br /> will attempt to infer existing drivers based on COUNTY operations. This review will be <br /> performed to a level of detail needed to guide discussions in the IWMP Chartering and <br /> the Strategic Goals and Objectives Follow-Up Workshops. <br /> 2.2 IWMP Chartering Workshop and Facility Watkthrough <br /> CONSULTANT will lead a four-hour in-person IWMP Chartering Workshop with the <br /> COUNTY's management team. CONSULTANT will collaboratively work with the <br /> COUNTY to facilitate a visioning process that evaluates goals and objectives of the <br /> IWMP, level of service and water quality goals for the COUNTY, and project milestones. <br /> Topics for discussion include: <br /> • Regulatory compliance requirements <br /> • Level of service (LOS) goals, including usage of data <br /> • Asset Prioritization <br /> • Asset risk evaluation <br /> • Expected future growth <br /> • Capital planning workflows and desired improvements <br /> • External funding sources <br /> • Resiliency considerations, including Risk and Resiliency Assessment <br /> • Organizational capacity and structure <br /> • Program and large capital project management <br /> 3 303 <br />
