Board of County Commissioners Meeting Minutes - Final September 9, 2025 <br />residential structures would be capped at a maximum height of 35 feet, while <br />non-residential and mixed-use buildings could reach up to 50 feet. <br />**Future Land Use Element - Proposed Policy 4.1** <br />Land Use District <br />Administrator Titkanich discussed the Land Use District. He emphasized that urban <br />development should be concentrated to discourage urban sprawl. Although the <br />consultants noted that this idea was redundant and referenced in other sections, staff <br />believed that retaining the policy was appropriate and aligned with the expressed <br />desires of residents who participated in the workshops and the online survey. <br />Therefore, it was recommended to keep the policy as written, without any deletions. <br />**Future Land Use Element - Proposed Policy 4.8** <br />Reviewing Amendments to the Future Land Use Element <br />Administrator John Titkanich discussed Policy 4.8, which states that when reviewing <br />amendments to the Future Land Use Element, the County shall consider the impact of <br />proposed amendments on job -housing balance, as well as North Central County and <br />South County, among others. Staff proposed to delete this policy for now. The <br />Economic Development Element would need to be updated further once the <br />Economic Development Strategic Action Plan was in place. If the new language from <br />this strategic plan included policy recommendations, staff would incorporate those <br />when the Economic Development Action Plan was updated. It was important to <br />ensure that any revisions align with what currently exists. This amendment will be <br />presented to the entire community and the Board for review. <br />Commissioner Adams emphasized that the intention of the Economic Development <br />Study had always been to make revisions that enhance the Economic Development <br />Element and align it with the current economy and conditions in the County. She noted <br />that while the previous study was well -conceived at the time, it was somewhat <br />superficial due to the lack of programs in place. She agreed that the current language <br />in the study adequately addressed these concerns. <br />**Future Land Use Element - Proposed Policy 6.9** <br />The proposal sought to eliminate the "2011 deadline" by which the County must adopt <br />Development Regulations. <br />Indian River County, Florida Page 13 <br />
