Board of County Commissioners Meeting Minutes - Final September 9, 2025 <br />**Conservation Element Proposed Policy 6.4** <br />Administrator Titkanich proposed revisions to remove the factors that should have <br />been considered when assessing and prioritizing land acquisition proposals. A <br />thorough and deliberate process was followed with the Environmental Lands <br />Acquisition Panel (ELAP), with input from Conservation staff and Parks and <br />Recreation. The Panel reviewed all factors related to the evaluation and prioritization <br />of land for acquisition through the bond referendum. The ELAP guide underwent a <br />thorough discussion within the ELAP and received comprehensive input. Following <br />this comprehensive review, the guide was presented to the Board, which approved it <br />at its regular meeting on December 12, 2023. It was important to note that these <br />factors already existed in the Plan. The requested objectives had been achieved and <br />were included in a policy or program guide that would have necessitated changes by <br />the Board. <br />The Chairman called for a recess at 11:15 a.m. and reconvened at 11:35 a.m. with all <br />members present. <br />Chairman Flescher resumed the meeting and stated that updates and discussions had <br />been received regarding various public inquiries. He emphasized the importance of <br />reviewing each element to ensure everything was covered, highlighting that the <br />document would be submitted to Tallahassee for review, and he wanted to get it right <br />the first time. He then turned the discussion over to staff. Chairman Flescher noted <br />that if any member of the public or any Commissioner had questions, they would <br />address them at that time for a more direct discussion. <br />County Administrator Titkanich confirmed that everything presented, as well as any <br />suggestions brought forward by the public, would be taken into consideration. If a <br />member of the public proposed a change, such as agreeing to something or suggesting <br />that certain items be retained rather than delete them, staff would incorporate those <br />changes before submitting them to Tallahassee. <br />The Chairman opened the floor for public comment. The following people addressed <br />the Board. <br />Future Land Use Element <br />Mike Johanson expressed confusion regarding how the County defined Traditional <br />Neighborhood Design (TND) and inquired about its location in the Plan. <br />Commissioner Adams clarified that the definition was included in the Land <br />Indian River County, Florida Page 20 <br />
