Commissioner <br />Earman expressed support for the County Administrator's pay increase, with <br />conditions that future raises should be presented to the Board and that the amounts of <br />$6,500 and $2,000 should be repaid to the County. He emphasized shared <br />responsibility for the situation between the Board and Administrator and insisted that <br />any funds collected before the agreed-upon date should be returned. <br />Vice Chairman Loar expressed concerns about the County Administrator's request <br />for retroactive pay, highlighting that this issue was not addressed during his April 2024 <br />anniversary. He noted the lack of an apology from the Administrator for the oversight <br />and emphasized that acknowledgment of the situation was necessary. Additionally, <br />Commissioner Loar pointed out that during a contract presentation for the Deputy <br />Administrator in January 2024, the Administrator failed to mention his own <br />progressive pay during the subsequent evaluation, instead communicating with the <br />Human Resources Director and the County Attorney about his entitlement to it. <br />Chairman Flescher expressed uncertainty about whether an apology was warranted <br />for a controversial action that was viewed differently by various parties. He <br />emphasized that discussions about benefits had occurred, but they were unrelated to <br />progressive pay. He noted that he became aware of the issue only through a <br />conversation with the Auditor, emphasizing that there had been no discussions about <br />the approval or negotiation processes. <br />Both Commissioners Adams and Earman raised concerns about the lack of timely <br />information regarding the pay increase. Commissioner Adams suggested that if any <br />Commissioner had recognized this issue during their individual meetings with the <br />County Administrator, it would have been added to the Board's agenda. Chairman <br />Flescher disagreed, arguing that a mere suggestion from any Commissioner would not <br />necessarily require an agenda item. Administrator Titkanich claimed to have informed <br />all Commissioners about the situation, though there was disagreement on the clarity of <br />the communication. Vice Chairman Loar recalled a vague mention of the pay increase <br />during a one-on-one meeting, but did not affirm that he had been directly informed <br />about the pay increase.
