STODDARD, Ph.D., P.E. <br />CIVIL & STRUCTURAL ENGINEERING • LAND PLANNING • ENVIRONMENTAL PERMITTING <br />September 29, 2025 <br />TO: Jesse Roland <br />FROM: Joseph Schulke, P.E. <br />REF: IRC -21.19.556 - Floravon Shores Septic to Sewer Amendment no 1 to Work <br />Order No 2 <br />Please accept this as a formal request to amend the Work Order No. 2, to provide for additional <br />time and compensation for Contract Administration Services for the above referenced project. <br />The project was initially contemplated in 2018, and SBS was asked to prepare a proposed work <br />order. After several years of deliberating the merits of the project, IRC approved the WO in June <br />2021. SBS prepared the engineering plans and specifications in 2021/2022. However, IRC <br />decided to postpone the construction. In 2025, IRC decided to move forward with the project. <br />During the design and permit review of the project, IRC PW / engineering required that the <br />project include drainage improvements, the raising (elevation), regrading and re -building of a <br />portion of the road, and the milling and overlay of the entire road within the impacted area. In <br />addition, due to the change in the scope of the construction, the timeline for the work changed <br />from 5 to 6 months to 11 to 12 months. Because of the significant increase in the duration of the <br />work and the complexity of the work, the engineer's contract administration scope, work and <br />fees is requested to be adjusted. <br />Attached is the worksheet which estimates the manhours and fee total for the Contract <br />administration services anticipated for the work.
