- CODE OF ORDINANCES COUNTY OF INDIAN RIVER, FLORIDA <br />Title IX - LAND DEVELOPMENT REGULATIONS <br />CHAPTER 915. PLANNED DEVELOPMENT (P.D.) PROCESS AND STANDARDS FOR DEVELOPMENT <br />Section 915.01. Title. <br />This chapter, the terms and provisions contained herein, shall be known as the "Planned Development (P.D.) <br />Process and Standards for Development Ordinance" of Indian River County, Florida. <br />(Ord. No. 2012-021, § 1, 7-10-12) <br />Section 915.02. Definitions. <br />All terms used in this chapter are defined in Chapter 901. <br />(Ord. No. 2012-021, § 1, 7-10-12) <br />Section 915.03. Purpose and intent. <br />The purpose and intent of this chapter is to establish alternate schemes of land use controls, via a planned <br />development (P.D.) zoning overlay district and development process or a P.D. special exception approval process, <br />which promote the health, safety, comfort, order, appearance, convenience, and general welfare of Indian River <br />County in a manner consistent with the Comprehensive Plan. This chapter is intended to: <br />(1) Protect the environment by affording opportunities and incentives for preservation of environmentally <br />sensitive and important areas; <br />(2) Allow a diversity of uses, structures, facilities, housing types, and open space, buffers, and conservation <br />areas in a manner compatible with existing, permitted, and planned uses on adjacent properties; <br />(3) Allow for the residential development of agriculturally designated areas, with a more compact design <br />which clusters units and preserves open space; <br />(4) Encourage and allow for greater innovative design(s) that promote more efficient and environmentally <br />sensitive use of the land than generally achievable through conventional zoning and development <br />regulations; <br />(5) Ensure that development will be compatible with existing, permitted, and planned uses on adjacent <br />properties by having projects according to limitations and mixtures of use, design, density, open space, <br />conservation areas, and other elements stipulated in an approved development plan; <br />(6) Encourage and allow a more efficient use of public services and facilities through designs not generally <br />achievable through conventional zoning and development regulations; <br />(7) Encourage the preservation and conservation of environmentally sensitive lands by allowing the <br />transfer of density from environmentally sensitive lands to uplands areas; and <br />(8) Encourage the provision of affordable housing by allowing a density bonus for projects containing <br />affordable housing. <br />(Ord.
