individuals have received SHIP and HHR funds for the purchase of a home and/or for <br />rehabilitation of their housing unit. <br />Consistent with the 2007 legislature's directive, Indian River County established its <br />Affordable Housing Advisory Committee in March 2008 and, in December 2019, updated <br />its membership composition consistent with state statute. The primary function of the <br />AHAC is to prepare an update on the County's Local Housing Incentives Report. In 2008, <br />2011, 2014, 2017, 2020, and annually from 2021— 2024, the AHAC prepared the County's <br />update. This is the tenth Local Housing Incentives Report update. <br />Beginning in December 2018 and concluding in early 2020, the BCC directed the AHAC <br />to study the affordable housing issue outside of the county's normal three-year window to <br />update its incentives and recommendations report. That directive included the request to <br />review the county's existing local affordable housing incentives and programs and County <br />regulations impacting and encouraging the development of more affordable housing to <br />develop recommendations for improvement. This AHAC report incorporates many of the <br />AHAC's recent findings and recommendations adopted by the AHAC, on January 22, 2020, <br />and those ultimately approved by the BCC on February 18, 2020. - <br />ANALYSIS <br />In this section, each of the Chapter 420.9076(4), F.S. requirements, A through K, are <br />addressed. For each of the requirements, current citations from the county's <br />Comprehensive Plan and Land Dev, mRegulations (LDRs) are provided.
