More recently, in 2020, in response to the COVID-19 health crisis, the Community <br />Development Department implemented an electronic permit e-mail application process for <br />all building permits, and this has now become a permanent feature. While not specific to <br />affordable housing, the electronic permit application process eliminates the time it takes to <br />produce paper copies and have them delivered. With this process, applicants may request <br />that the permit be expedited in the subject line of the e-mail and provide a copy of the neon <br />green permit expediting form. <br />RECOMMENDATION: <br />The county should maintain Housing Element Policy 1.5, regarding web-based permitting, <br />and Policy 1.6, regarding prioritizing the permit process review of affordable housing <br />development projects ahead of all other projects.
