INDIAN RIVER COUNTY <br />Department of Public Works <br />Engineering Division Policy <br />Policy Number: 2026-002 <br />Policy Name: Residential Driveway Culverts <br />Effective Date: January 13, 2026 <br />1. Purpose: <br />The purpose of this policy is to establish uniform standards for the continued maintenance <br />of residential driveway culverts within the rights-of-way of Indian River County. These <br />standards are intended to ensure public safety, protect County right-of-way infrastructure, <br />provide adequate access for emergency services, and limit potential drainage concerns. <br />2. Scope: <br />This policy applies to all residential driveway connections to County rights-of-way only. It <br />applies to new construction, redevelopment, and modifications to existing residential <br />driveways requiring a permit or County approval. <br />3. Authority: <br />This policy is adopted under the authority of the Indian River County Board of County <br />Commissioners and administered through the County Administrator and the Department of <br />Public Works. Applicable authority includes but is not limited to: - Florida Statutes - Florida <br />Administrative Code - Indian River County Code of Ordinances - Adopted County policies <br />and resolutions. <br />4. Policy Statement: <br />It is the policy of Indian River County that residential driveways shall be designed and <br />constructed to provide safe and reasonable access while minimizing impacts to traffic <br />operations, maintenance, drainage, sidewalks, swales, and other public infrastructure. <br />Indian River County Code Section 912.08 requires a conceptual drainage plan for all single- <br />family residences. An approved drainage plan requires that all stormwater runoff shall be <br />directed through a proper system, including driveway culverts, conforming to the <br />requirements of Section 930.07(1)(i). <br />The following criteria apply to residential driveway culverts within the public right-of-way: <br />a. Construction of driveway connecting to a public roadway shall be properly <br />permitted. <br />b. The minimum size culvert for use with a residential driveway shall be 12" or the <br />
