She <br /> encouraged staff to develop an implementation plan for further discussion of the <br /> proposed strategies. <br /> Chairman Loar agreed with Commissioner Adams,expressing hope that staff could <br /> organize and prioritize the issues at hand.He suggested developing a funding plan for <br /> this effort.
