M ® M <br />E. 1�° posed Budget Revision to FY 1996-97 -- Mass Transit Grant <br />The Board reviewed the following memo dated 11/25/96: <br />TO: James Chandler <br />County Administrator <br />FROM: Keith Burnsed, AICP <br />MPO Planner <br />THROUGH: Robert M. Keating, AICPJ11ryX' <br />Community Development Director <br />DATE: November 25, 1996 <br />SUBJECT: PROPOSED BUDGET REVISION TO FY 1996/97 MASS TRANSIT GRANT <br />(49 USC CH. 53, SECTION 5307 GRANT) <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of December 3, 1996. <br />At the August 27, 1996 meeting of the Board of County <br />Commissioners, the Board authorized the filing of a FY <br />1996/97 Section 5307 (formerly Section 9) grant <br />application, requesting $1,176,099 in federal, state, and <br />local cash and soft -match funds. As proposed, those <br />funds will be passed -through to the Indian River County <br />Council on Aging to provide funding for the Community <br />Coach bus system. At the time that staff prepared the FY <br />1996/97 grant, federal funds were estimated to be <br />available in the amount requested. The actual allocation <br />approved by Congress was, however, less than originally <br />estimated. Therefore, the Section 5307 budget must be <br />revised to reflect the lower allocation of funding. <br />Revisions to the grant budget in Attachment 1 of this <br />staff report reduce the operations budget by $98,763. <br />Based on these proposed revisions in Attachment 1, staff <br />prepared the revised budget in Attachment 2, which <br />reflects federal, state/local, and soft -match funds used <br />in the Section 5307 grant. Staff recommends that the <br />Board of County Commissioners approve a budget revision <br />for the FY 1996/97 Section 5307 grant as indicated in <br />Attachments 1 and 2 of this staff report. <br />At the August 27, 1996 meeting of the Board of County <br />Commissioners, the Board authorized the filing of a FY 1996/97 49 <br />USC Ch. 53, Section 5307 (formerly known as Section 9 of the <br />Federal Transit Act) grant application, requesting $1,176,099 in <br />federal, state, and local cash and soft -match funds.
