I <br />BOOK 99 FaA639 <br />general wear and have exceeded their suggested life cycle. <br />According to MGE staff, it is difficult to determine when these <br />parts will expire; and, because of the expense, they only recommend <br />replacement when they begin to malfunction. <br />The entire computer network utilized by the 9-1-1 Center is <br />dependent upon the integrity of the UPS equipment. Over the last <br />week, maintenance crews have made make -shift repairs until <br />replacement parts could be authorized and installed. The Field <br />Engineer has cautioned staff that continuing to operate the <br />equipment without adequate repairs could either damage the motor <br />generator or possibly cause the unit to catch on fire. <br />ALTERNATIVES AND ANALYSIS: <br />The life span of the worn equipment can only be estimated in that <br />it is affected by environment, lightning strikes to commercial <br />power services, and general wear and tear. MGE highly recommends <br />replacing the worn equipment as soon as possible. Time is of the <br />essence in repairing the equipment to operate at full capacity. <br />The UPS system supports the dispatch and CAD functions of the 9-1-1 <br />Center and optimum capability should be maintained at all times for <br />obvious and substantial reasons. <br />The costs for the replacement equipment include: <br />DC Capacitor Change Out <br />24 DC Capacitors $2,026.75 <br />Labor 1,170.00 <br />$3,196.75 <br />Bearing Change Out <br />Flywheel Bearing incl. Labor 4,735.00 <br />Total cost $7,931.75* <br />*The above costs reflect a 30% discount afforded the County <br />since we are a contracted maintenance customer. <br />RECOMMENDATION: <br />Staff recommends the Board waive the bidding process, declare the <br />purchase an emergency, and authorize MGE UPS Systems, Inc. to <br />repair the equipment at their earliest convenience. Funds for the <br />repairs is available from the contingency account of the 9-1-1 <br />Communications Center budget. <br />Staff also recommends the Board authorize the necessary budget <br />amendment to appropriate the funds for this expense. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />staff's recommendation as set out in the above memo <br />and authorized the necessary budget amendment to <br />appropriate the funds for this expense. <br />DECEMBER 3, 1996 <br />M <br />177 <br />
