ROOK 99 FACE <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of December 10, 1996. <br />DESCRIPTION AND CONDITIONS <br />Majestic Partners of Vero Beach, Ltd., current developers of the <br />Sea Oaks residential development on South Jungle Trail, are <br />planning a new phase of construction in an area of Sea Oaks known <br />to contain a portion of an archaeological site. The archaeological <br />site is known as the "Blue Goose Midden," and the proposed <br />construction phase, called Sea Oaks River Villas Phase III, is <br />located adjacent to Jungle Trail just south of the County's Water <br />Treatment Plant access road (see attached general map). This matter <br />is presented for the Board of County Commissioners' approval of a <br />proposed archaeological site development mitigation plan. <br />Historic Resources Advisory Committee <br />Review & Recommendations <br />In accordance with the County's Historic and Archaeological <br />Resources Protection Ordinance (County Code Chapter 933), the <br />County Historic Resources Advisory Committee (HRAC) reviewed the <br />proposed development plan concerning protection of the <br />archaeological site in conjunction with proposed site development. <br />On June 12, 1996, HRAC recommended that the developer retain a bona <br />fide archaeologist to conduct a "Phase 2" survey of the site and <br />report back to the Committee. <br />Subsequently, the developer retained Storm L. Richards and <br />Associates, Inc., which conducted a Phase 2 evaluation of the <br />property. Attached is a copy of a letter dated September 6, 1996 <br />from Dr. Richards to the developer, providing survey results and <br />recommendations concerning protection of the midden. <br />On November 14, 1996, HRAC reviewed Dr. Richard's archaeological <br />survey and voted to recommend that the Board of County <br />Commissioners approve the developer's site plan proposal. As <br />structured, this proposal would confine impacts to approximately <br />10% of the identified archaeological middens on the River Villas <br />Phase III development site. The proposal corresponds to the <br />recommendations as described in archaeologist Storm Richards' <br />letter of September 6, 1996, and summarized herein. In addition, <br />HRAC recommended that the developer be required to execute a <br />conservation easement relating to the to be preserved midden areas. <br />ANALYSIS <br />In February, 1988, the overall west half of the Sea Oaks <br />development along Jungle Trail received conceptual plan approval by <br />the Board of County Commissioners. The conceptual plan generally <br />depicts the River Villas Phase III development proposal (see <br />attached graphic). <br />Although conceptual approval has occurred, each phase of <br />development must undergo a separate site plan approval process. <br />Submittal of a formal site plan application for River Villas Phase <br />III at the location of the Blue Goose midden has not yet occurred, <br />but is expected in the near future. <br />Archaeological Midden Description <br />Storm L. Richards & Associates, Inc. identified two separate <br />remnant middens where River Villas Phase III is proposed, and <br />refers to them as the North Midden and the South Midden (see survey <br />map).
