As part of the Committee's vote, <br />however, the Committee clarified that any landscape and soil <br />placement to protect the preserved midden should occur prior to <br />construction (rather than post -construction), in order to minimize <br />impacts that might otherwise occur during the construction process. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve the <br />Historic Resources Advisory Committee's recommendation to allow <br />approximately 10% impact to the identified archaeological middens <br />on the River Villas Phase III development site, as described in <br />archaeologist Storm Richards' letter of September 6, 1996, <br />conditioned upon the recommendations contained in that letter and <br />summarized herein.
