r <br />"1 100 PacE610 <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Bob Swift of 6450 8th Street, general manager of the Indian <br />River Club, thanked staff for working with them. Mr. Swift showed <br />a copy of an aerial photograph and questioned whether a vegetative <br />buffer zone was to be cut 2 feet to provide a drainage path to the <br />retention pond. <br />Director Pinto responded that the area indicated contains <br />pepper trees and that would be done only if absolutely necessary. <br />Mr. Swift stated that his only concern was that everyone have <br />a very clear understanding of what will be allowed. He strongly <br />urged the Board to continue their policy of not removing any trees <br />unless absolutely necessary as less than 60% survive <br />transplantation. <br />The Chairman asked if anyone else wished be to heard in this <br />matter. There being none, she closed the public hearing. <br />MOTION WAS MADE by Commissioner Tippin, SECONDED by <br />Commissioner Eggert, that the Board approve <br />Alternate 2, special exception use approval for the <br />expansion of the South County Wastewater Treatment <br />Plant, with the conditions recommended by staff, and <br />with the clear understanding that no live oaks will <br />be disturbed with the exception of the one to be <br />relocated. <br />Under discussion, Commissioner Tippin confirmed that he <br />supported Phase I of the project as long as it is clearly <br />understood that the live oak hammock will not be disturbed and that <br />a workshop will be held soon. <br />THE CHAIRMAN CALLED THE QUESTION and the <br />Motion passed unanimously. <br />DECEMBER 17, 1996 92 <br />
