Chairman Adams suggested issuing the emergency permit, noting <br />that we will have a weather change coming and it would be prudent <br />for us to issue the permit. She asked if access to Wabasso Beach <br />is being used at the present time for construction of the wall. <br />Director of Public Works Jim Davis stated that construction of <br />this seawall will be complete by the time Sea Oaks is ready to use <br />the Wabasso Beach access. The contractor has been asked to wait <br />until both projects are complete before restoring the beach. <br />David Barney of 1550 Penlynn Street, (referring to the <br />previous item, Sea Oaks Property Owners' Association Request to use <br />the north parcel of Wabasso Beach Park for access to the beach) <br />questioned whether the County is being compensated in any way for <br />this access. <br />Director Davis stated there is a commitment by the contractor <br />to replace the sand and restore the dunes. However, before the <br />restoration work is performed, Sea Oaks will be permitted to use a <br />small vehicle; then when they are finished, the contractor will <br />restore the area. <br />Mr. Barney again questioned whether there is any charge to the <br />contractor by the County, and Director Davis again responded there <br />is no monetary charge. There is less impact on the native plants <br />and the dune line by using the existing access area for both <br />projects instead of creating a new one. <br />Mr. Barney emphasized that if he wanted to use County <br />property, he would have to pay for it but contractors are using the <br />park free of charge. He also objected to the increased parking <br />problems during the tourist season. <br />Commissioner Ginn, returning to discussion of Emergency <br />Permits for Construction of Seawalls along South Beach, wondered <br />how the Board should treat these applications in the future, and <br />Chairman Adams noted the workshop to be held Monday, January 20, <br />1997 at 7:00 p.m. <br />Mr. Barney questioned why the County would be granting seawall <br />permits prior to the workshop as once one is in place, DEP will not <br />require its removal. <br />DECEMBER 17, 1996 110 <br />r � <br />
