ALTERNATIVES AND ANALYSIS: <br />The Indian River County Code provides for routine renewal of the EMS Certificate of Public <br />Convenience and Necessity on application by the certificate holder. This can be accomplished <br />without a public hearing if the Board has no reason to believe that the public health, safety, and <br />welfare require it. <br />An application has been received from the Indian River Memorial Hospital requesting renewal <br />of the certificate. The EMS Director and Medical Director have reviewed the application and <br />EMS protocol with the EMS staff and certifies that no reasons are known or perceived that <br />would require a public hearing pursuant to the established ordinance. <br />This provider, as with all others, will continue to be subject to the authority of the EMS <br />Director and the Medical Director for compliance with state statutes, administrative rules, and <br />the Indian River County Code of Laws and Ordinances. <br />RECOMMENDATION: <br />Staff respectfully recommends that the Board of County Commissioners approve and renew the <br />Class "B" Certificate of Public Convenience and Necessity for the Indian River Memorial <br />Hospital Medical Transport Service to be effective for a period of two years. <br />As has prior been authorized, the Class "B" Certificate limits services to interfacility advanced <br />life support and non -emergency transport services. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Ginn, the Board unanimously approved <br />renewal of the Class "B" Certificate of Public <br />Convenience and Necessity for the Indian River <br />Memorial Hospital Medical Transport Services to be <br />effective for a period of 2 years, as recommended in <br />the memorandum. <br />BELLSOUTH SPECIAL SERVICE AGREEMENT & FUNDING <br />AUTHORIZATION - UPGRADE CITY OF VERO BEACH PUBLIC <br />SAFETY 9-1-1 - POSITRON LIFELINE EQUIPMENT <br />The Board reviewed a Memorandum of December 26, 1996: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />FROM: Doug Wright, Director <br />Emergency Services <br />DATE: December 26, 1996 <br />SUBJECT: Approval Of BellSouth Special Service Agreement To Upgrade City of Vero <br />Beach Public Safety 9-1-1 Answering Point To Positron Lifeline Equipment And <br />Funding Authorization <br />37 <br />January 7, 1997 BOOK 100 PAGE t 9 <br />
