ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Ginn, the Board unanimously approved <br />the fixed interest rate of 84o for all County <br />financing, as recommended by staff. <br />H. Miscellaneous Budget Amendment #008 <br />The Board reviewed a Memorandum of January 7, 1997: <br />TO: Members of the Board <br />of County Commissioners <br />DATE: January 7, 1997 <br />SUBJECT: MISCELLANEOUS BUDGET AMENDMENT 008 -CONSENT AGENDA <br />FROM: Joseph A Baird <br />OMB Director <br />DESCRIPTION AND CONDITIONS <br />The attached budget amendment is to appropriate funding for the following: <br />1. The attached entry carries forward budgeted dollars approved but not expended in FY <br />1995/96 for the multi-year projects under the Optional Sales Tax Program. <br />2. On October 8, 1996, the Board approved increasing the 911 surcharge from $.48 to $.50 <br />and adding another call taker position. The attached entry appropriates the additional <br />estimated revenues and increased expenditures. <br />3. On November 5, 1996 the Board approved the final installment payment for right-of-way <br />from Laurel Builders, the attached entry appropriates funding. <br />4. On December 19, 1995 the Board approved the proposed 800 MHz Communications <br />system and the funding sources as presented. A portion of the funding was from 911 <br />Surcharge fees. The attached entry appropriates that funding for the communications <br />system. <br />5. On November 5, 1996 the Board approved the FY 1996/97 Emergency Management <br />Preparedness and Assistance Trust fund contract. The attached entry appropriates the <br />additional monies to be received over the estimated budget. <br />6. The Public Works Department's cost share of the Property Appraiser's G.I.S. system <br />was inadvertently cut from the budget. The attached entry reinstates the needed <br />budgeted dollars. <br />7. Court fine revenue for the Law Library has increased considerable over the last couple <br />ofyears. The Budget staff feels revenues will be over $10,000.00 more than originally <br />anticipated. This money is used to fiord Law Library books. <br />S. At the meeting of September 10, 1996, the Board of County Commissioners authorized <br />emergency repairs to the main electrical system at the County Administration Building. <br />The attached entry appropriates funds to pay the expenditures incurred to -date. <br />9. The Budget Director underestimated the Solid Waste Assessments for the Parks <br />Department and the Budding and Grounds Department. The attached entry appropriates <br />sufficient funds to pay the assessments for 1996/97. <br />10. The Library State -Aid Grant was anticipated to be $175,000 for FY 1996/97 based on <br />the prior year's allocation. Indian River County was awarded $248,374 in State -Aid <br />Grant monies which was $73,374 more than anticipated.
