Chandler <br />County Administrator <br />(:R0 <br />I ION HEAD CONCURRENCE: <br />bert KI ti� g �Pnl' <br />Community Develop;rector <br />- <br />FROM: Stan Boling, AICP <br />Planning Director <br />DATE: January 8, 1997 <br />SUBJECT: Update on Telecommunications Tower/Antenna Issues <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of January 14, 1997 <br />At its December 19, 1996 workshop, the Board of County <br />Commissioners directed staff to determine if the county should <br />obtain an RF (Radio Frequency) engineering consultant to assist in <br />developing its communications tower regulations. Staff has <br />determined that major RF engineering work is not needed, but that <br />an RF engineer's review of staff's proposals would be helpful. <br />Consequently, staff now requests that the Board take actions to <br />hire an RF engineer for limited services and to conclude its <br />telecommunications tower/antenna workshoping efforts. <br />On December 19, 1996, the Board of County Commissioners held a <br />second public workshop on telecommunications tower/antenna issues. <br />During that workshop, the Board indicated that the proposed <br />tower/antenna regulations and alternatives drafted by staff "were <br />going in the right direction". However, the Board directed staff <br />to survey existing towers/tall structures and determine the need to <br />hire a consulting RF (radio frequency) engineer to assist the <br />county in addressing technical telecommunications issues (see <br />attachment #1). <br />Since the December 19th workshop, staff has compiled more data on <br />existing "private" towers in the county and is compiling <br />information on other sites in the county where tall structures may <br />be erected that can be used by telecommunications providers (e.g. <br />ballfield lighting at park or school sites). Also over the last <br />few weeks, county staff has contacted a local telecommunications RF <br />(radio frequency) engineering expert to discuss the county's <br />concerns and efforts to date and outline the types of technical <br />input that the Board could use in its decisions on <br />telecommunications regulations. <br />*Multiple Telecommunications Issues <br />As discussed at the December 19, 1996 workshop, there are various <br />other telecommunications issues besides tower/antenna siting. Such <br />"other" issues include using public rights-of-way, leasing public <br />property, franchising, and establishing fee structures.
