TO: Honorable Board of County Commissioners ` - -�------ <br />THROUGH: Jim Chandler, County Administrator f'L <br />FROM: Doug Wright, Director; <br />Emergency Services <br />DATE: December 31, 1996 <br />SUBJECT: Insurance Services Office (ISO) 1996 Survey To Determine Fire Protection Class <br />For The Indian River County Emergency Services District - First Time Ever <br />Attainment of Class 4/9 For Calculation of Insurance Premiums For Residential <br />and Commercial Structures <br />The ISO Commercial Risk Services, Inc., has completed its 1996 field and office survey of the <br />Emergency Services District for the purpose of determining the fire insurance classification for <br />the County, with the exception of the Town of Indian River Shores. <br />Staff is pleased to inform the Board that the fire protection class in the District has improved <br />from a 7/9 in the North County and a 5/9 in the South County, as determined from a 1988 <br />survey, to a Class 4/9 District wide for the first time ever.. This is a significant improvement <br />in the fire protection class for the District which can be attributed to the consolidation and <br />reorganization of the Emergency Services Department and improvements in the water <br />distribution system. <br />The only other entity in the County which provides it own fire protection is the Town of Indian <br />River Shores and the municipality has a fire protection class of 6/9. <br />Per the letter from Mr. Ralph Roberts dated December 20, 1996, the new fire protection class <br />will be effective February 1, 1997, and will result in a decrease in the property insurance <br />premium calculations for many insured residential and commercial properties in the District. <br />For information, the fire protection class 4/9 is explained as follows: <br />4 The number before the slash means a fire protection class 4 applies in the <br />calculation of the fire insurance premiums for most residential and commercial <br />structures within 1,000 feet of a fire hydrant and within five (5) road miles of a <br />fire station. <br />9 The number after the slash means a fire protection class 9 applies in the <br />calculation of the Ere insurance premiums for most residential and commercial <br />structures over 1,000 square feet from a hydrant (or any other recognized water <br />source), but within Eve (5) road miles of a fire station. <br />A fire protection class 10 applies to any property over five (5) road miles from a fire station, <br />regardless of the proximity of the structure to a water distribution system. <br />The staff of the Emergency Services District will continue to work diligently to achieve an even <br />lower fire protection class. This appears to be possible in the future given some enhancements <br />the 800 MHz system will provide, adding certain equipment to each fire apparatus, and <br />providing an emergency power capability at each of the emergency services stations. <br />Please contact me if you have any questions or need additional information. <br />Chairman Eggert wanted to inform the public that the Emergency <br />Services staff has been able to reduce the fire protection class in <br />this district. The previous ratings were 7/9 in the North County <br />and 5/9 in the South County.
