important, some have more applicability than others in reviewing <br />rezoning requests. Of particular applicability for this request is <br />Future Land Use Element Policy 1.15. <br />- Future Land Use Element Policy 1.15 <br />Future Land Use Element Policy 1.15 states that the commercial land <br />use designation is intended for uses such as retail and wholesale <br />trade, offices, business and personal services, residential <br />treatment centers, limited residential uses, and other similar type <br />uses. In addition, that policy states that all commercial uses <br />must be located within an existing or future urban service area. <br />Since the subject property. is located within a commercial/ <br />industrial node within the county's urban service area, the request <br />is consistent with Future Land Use Element Policy 1.15. <br />While the referenced policy is particularly applicable to this <br />request, other comprehensive plan policies and objectives also have <br />relevance. For that reason, staff evaluated the subject request <br />for consistency with all plan policies and objectives. Based upon <br />that analysis, staff determined that the request is consistent with <br />the comprehensive plan. <br />Potential Impact on Environmental Quality <br />Staff's position is that, since environmental protection <br />regulations are the same under both the existing CL and the <br />requested CG zoning districts, the requested zoning change will not <br />negatively impact the environmental quality of this site. In this <br />case, the county's 10-15% native upland plant community set-aside <br />requirement would apply to any commercial development on the site. <br />If an environmental survey determines that the site contains <br />jurisdictional wetlands, county, state, and federal wetlands <br />protection regulations would apply. <br />CONCLUSION <br />The requested zoning is compatible with the surrounding area, <br />consistent with the goals, objectives, and policies of the <br />comprehensive plan, and meets all applicable concurrency criteria. <br />The subject property is located in an area deemed suitable for <br />general commercial uses. The request meets all applicable <br />criteria.
