M M M <br />area and is deemed appropriate for residential development with <br />densities of up to 6 units/acre. <br />Equally important is the development pattern in that portion of the <br />county. Located near two C/I nodes, a regional mall, Dodgertown, <br />and Vero Beach Municipal Airport, that portion of the county is one <br />of the fastest growing areas of the county. Additionally, that <br />area has convenient access to the county's transportation system. <br />These factors indicate a trend toward continued urbanization in <br />that portion of the county. <br />For these reasons, staff feels that the requested RM -6 zoning would <br />be compatible with development in the surrounding area. <br />Potential Impact on Environmental Ouality <br />Except for several oak trees and sabal (cabbage) palm trees, the <br />site has been cleared and contains no environmentally important <br />land, such as wetlands or sensitive uplands. According to county <br />land development regulations, a tree. removal permit must be issued <br />prior to removal of any of those trees. Additionally, residential <br />development of the site must receive site plan approval. That <br />process uses site design and building location to minimize the need <br />to remove trees. For those reasons, no adverse environmental <br />impacts associated with this request are anticipated. <br />CONCLUSION <br />Based on the analysis, staff has determined that the requested <br />zoning district is compatible with surrounding areas, is consistent <br />with the comprehensive plan, meets all concurrency criteria, will <br />have no negative impacts on environmental quality, and meets all <br />applicable rezoning criteria. Most importantly, the subject <br />property is located in an area deemed suited for low-density <br />multiple -family residential uses. For these reasons, staff <br />supports the request. <br />RECOMMENDATION <br />Based on the analysis conducted, staff and the Planning and Zoning <br />Commission recommend that the Board of County Commissioners approve <br />this request to rezone the subject property from A-1 to RM -6. <br />53 <br />January 21, 1997 MraK <br />
