Mr. Blankinship then gave a quick update on the EECA advising <br />that the public meetings are completed. An action memorandum, or <br />a summary of all the comments and concerns is put together and <br />submitted up through the chain of command for approval. That <br />document is complete and is in the approval process right now. <br />That approval authorizes them to proceed with the next phase of the <br />project. <br />Mr. Blankinship confirmed that the funding for the Community <br />Action Plan and the signs are in the work plans for the second <br />quarter which started this month. So, they have three months to <br />put together the contract package to get that plan in place. They <br />plan to do that within the three months, given that they get their <br />approval from headquarters. He did not expect there would be a <br />problem with that approval. In summary, he believed that within <br />the next three months they should have at least a package together <br />and someone to get started working on the County's signs and <br />brochures. A draft should be available very soon afterwards. They <br />have contractors already under contract and just issue a task order <br />to them for this type work. They have examples that have been used <br />elsewhere, so it should not be a time-consuming activity. <br />Chairman Eggert asked if there was any way to fast track this <br />process, and Mr. Blankinship replied they will proceed with the <br />signs and brochures as soon as they get the approval from <br />headquarters. It has to be done within this quarter, which is <br />within the next two months. <br />Chairman Eggert asked if the signs have to be ready in the <br />next two months, and Mr. Blankinship advised that the contract has <br />to be awarded in that time period. <br />Then Chairman Eggert asked how long before the signs might be <br />ready, another 3-6 months, and Mr. Blankinship replied it should <br />not be that long. He did not have a schedule, but expected it <br />would be 60-90 days at the most. <br />Chairman Eggert stressed that the Board was especially <br />concerned about safety here. <br />Mr. Blankinship thought they were budgeted to do a very good <br />job with the signs. The public awareness program will be <br />coordinated through the County's Emergency Management office. He <br />will make sure that there are the appropriate number and types of <br />signs and brochures that will satisfy the County's needs. He <br />stated that the entire intent is to make sure that the Board is <br />happy with the job they are doing and that it addresses the needs. <br />Commissioners Adams and Ginn inquired about the wording and <br />goals of the signs, and Mr. Blankinship advised that the wording <br />77 <br />January 21, 1997 <br />MO. 1 'w <br />
