M <br />M <br />5. Prior to PD plan release, the developer shall obtain approval <br />of an emergency management plan for the facility. <br />6. Upon occupancy of project units, the developer shall provide <br />to county emergency services on-going monthly registration of <br />special needs residents. <br />7. In return for the housing density bonus granted, the project <br />shall be allowed a maximum of 304 residential units at project <br />build -out. In addition, the following affordable housing <br />conditions shall apply: <br />a. Prior to the issuance of a land development permit or <br />land development permit waiver for the project, the <br />applicant shall submit to the county a letter from a <br />state or federal agency verifying that the project is <br />committed to a state or federal housing program which <br />satisfies the county's affordable housing requirements <br />for rental units as found in LDR section 911.14(4), and <br />that a state or federal agency will monitor project <br />compliance with affordable housing requirements. <br />b. That prior to issuance of a C.O. for any affordable <br />housing rental units, the developer shall comply with the <br />covenant requirements of LDR section 911.14(4)(a)2.f. <br />The covenant shall require a 50 year commitment to <br />provide elderly affordable housing for both phases. <br />8. Prior to issuance of a C.O. for phase I, the developer shall <br />construct a south bound left turn lane on Indian River <br />Boulevard at the project entrance, if the entrance aligns with <br />8th Street. Also, prior to issuance of a C.O. for phase I, <br />the developer shall construct a north bound right turn lane at <br />the project's Indian River Boulevard entrance. <br />9.
