On May 1 of each year, SWDD provides to the Property Appraiser's <br />Office all assessment roll changes that reflect the status of <br />commercial properties that received Certificates of Occupancy, <br />vacancy credits, and recycling credits in the previous year. By <br />June 1 of each year, SWDD receives from the Property Appraiser's <br />Office a preliminary assessment roll for review of errors. Disposal charges for State-owned <br />Properties are collected by SWDD through the issuance of an annual <br />invoice each November. <br />During Fy 1995, SWDD performed a waste composition analysis and an <br />evaluation of the inplace solid waste assessment program which <br />resulted in the development and adoption of Resolution No. 95-01. <br />Resolution No. 95-01 replaced and supersedes Resolution No. 91-01. <br />Resolution No. 95-01 made two significant changes in the assessment <br />Program. <br />1. All transactions occurring <br />within the landfill are entered into the landfill computer. The <br />incoming waste stream is classified into individual material type <br />identifiers so that staff can track numerous waste types as well as <br />recyclables. Customers and vehicles that regularly use the <br />landfill are assigned an account number and vehicle number. <br />An <br />account number may have multiple vehicle numbers. Customers who <br />rarely enter the landfill are processed under a default account <br />number. <br />During FY 1995, with the opening of the new landfill administration <br />Office, the majority of the computerized account tracking functions <br />that had previously taken <br />lace at the Building were moved to the landfill administration on office.
