SPECIAL MEETING <br />February 3, 1997 <br />r <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Special Session in County Commission Chambers, 1840 <br />25th Street, Vero Beach, Florida, on Monday, February 3, 1997, at <br />1:30 p.m. Present were Carolyn K. Eggert, Chairman; John W. <br />Tippin, Vice Chairman; Fran B. Adams; Kenneth R. Macht; and <br />Caroline D. Ginn. Also present were James E. Chandler, County <br />Administrator; Charles P. Vitunac, County Attorney; and Patricia <br />"PJ" Jones, Deputy Clerk. <br />Chairman Eggert opened the meeting and announced that at the <br />end of the presentation, the Commissioners and then the public <br />would be invited to ask any questions. <br />HISTORY OF UTILITIES DEPARTIVIEN'r <br />Utilities Director Terry Pinto gave a brief history of the <br />Utilities Department. <br />SOLID WASTE DISPOSAL DISTRICT <br />Solid Waste Disposal District Manager Ronald R. Brooks <br />reviewed the following: <br />OvExvIXw - <br />The Solid Waste Disposal District (SWDD) was established as a <br />dependent special district of Indian River County on December 22, <br />1987 under the provisions of County Ordinance 87-67. The SWDD <br />encompasses the unincorporated area of the County and, through <br />interlocal agreements, the municipalities of Vero Beach, Town of <br />Indian River Shores, Town of Orchid, City of Sebastian, and the <br />City of Fellsmere. <br />The SWDD has the responsibility of providing efficient and <br />acceptable collection, recycling, disposal and overall management <br />of solid waste generated within the District. The Board of County <br />Commissioners serves as the District's Board of Commissioners with <br />the County Administrator serving as the SWDD Administrator and the <br />Director of Utilities serving as the SWDD Director. The SWDD <br />employs a total of 65 employees as illustrated in the <br />organizational chart provided as Figure 1. <br />SOLID i+ASTE SYS22H <br />The SWDD's waste management system is composed of three primary <br />budgetary systems consisting of the landfill operations, refuse <br />operations, and recycling operations. The landfill operations and <br />budget address the administration of the SWDD, waste disposal, <br />hazardous waste management, and the administration of the <br />franchised waste collection companies. The refuse operations and <br />budget address the SWDD operated transport of residential waste <br />from five collection/recycling centers to the landfill. The <br />recycling operations and budget address the staffing of the <br />collection/recycling centers; the collection, processing and <br />marketing of recyclables; and the public education program for the <br />promotion of recycling. <br />1 <br />FEBRUARY 3, 1997 BOOK.
