Stan Boling, AICP <br />Planning Director <br />FROM: Eric Blad` <br />Staff Planner, Current Development <br />DATE: January 29, 1997 <br />SUBJECT: General Equities' Request for Major Site Plan Extension: <br />Wabasso Quick Mart <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of February 4, 1997. <br />DESCRIPTION AND CONDITIONS: <br />On February 8, 1996, the Planning and Zoning Commission granted <br />major site plan approval (with conditions) to construct a <br />convenience store with automotive fueling facilities to be known as <br />the Wabasso Quick Mart. The subject site is located at the <br />northeast corner of US Highway 1 and CR 510, and lies within the <br />Wabasso Corridor Plan area established in 1995. The approved site <br />plan meets the Wabasso corridor plan. The current expiration date <br />of the site plan approval is February 8, 1997. <br />The project applicant has filed a request to extend the site plan <br />approval expiration date due to delays in project funding. <br />Pursuant to site plan regulations, the request may now be <br />considered by the Board of County Commissioners. <br />ANALYSIS: <br />Although the LDRs have been amended since the time of project <br />review and approval, the members of the Technical Review Committee <br />(TRC) concur that subsequent amendments as applied to the subject <br />project are not significant enough to require any revisions or <br />redesign of the project. The Wabasso Corridor Plan has not been <br />amended since its adoption on November 21, 1995. All TRC staff <br />members have recently approved the applicant's request for site <br />plan extension. <br />As allowed under the provisions of the LDRs, the applicant is <br />requesting a full one year extension of the site plan approval <br />expiration date. Pursuant to Chapter 914 of the LDRs, the Board of <br />County Commissioners may deny, approve, or approve with additional <br />conditions the requested site plan extension. Staff has no <br />objections to the Board granting the request, since the previously <br />approved site plan substantially conforms to existing LDR <br />requirements. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners approve the <br />applicant's request for a one year extension of the conditional <br />site plan approval, with all original site plan approval conditions <br />to remain in effect.
