PHASE I Authorize staff to engage a second contractor, Henry Fischer & Son, who has <br />sufficient heavy-duty equipment such as a Trac Hoe, to immediately begin work on removing <br />the debris on the beach that is not in the surf zone. A substantial amount of the debris can be <br />removed in this manner. <br />Staff requested quotes from the following vendors to provide heavy equipment for this beach <br />work: <br />1. Ringhaver, Palm Bay, F1 - Vendor was not interested in this type of work. <br />2. Tri -W Rental, Ft. Pierce, Fl - Vendor did not have any equipment of sufficient <br />size to do the work. <br />3. Henry Fischer & Son, Sebastian, Fl - Vendor quoted a heavy duty 330L Trac <br />Hoe excavator for $100 per hour, including fuel and an operator, plus a one-time <br />$500 mobilization fee. <br />4. Eastern Marine Construction, Inc., Vero Beach, Fl - Vendor quoted two pieces <br />of equipment, a D8 dozer at $95 per hour; a 235 excavator at $125 per hour <br />(with a four hour minimum); and a one-time mobilization fee of $1,000 for each <br />of the two machines, or $2,000. The vendor also quoted a supervisor/engineer <br />at $35 per hour. <br />5. Trodglen & Sons, Vero Beach. FI - Vendor did not have equipment of sufficient <br />size for this work. <br />6. Ranger Construction, Palm Bay, Fl - Vendor did not provide a quote. <br />7. Dickerson, Stuart, Fl - Vendor had the necessary equipment; however, they did <br />not provide a quote due to current contractual commitments. <br />8. Various rental companies in the area - Rental companies did not appear to be <br />interested in this type of work, nor did they have equipment of sufficient size. <br />Phase U When Casper Colosimo & Son completes the scope of work for the USACOE, <br />work for the County can commence pertaining to removing the debris and wreckage of the <br />"Genessee", which is mostly located in the surf zone. Divers from the Fire Division have <br />marked the eight large pieces or sections of the ship wreckage to facilitate their removal. The <br />LARC vehicle is ideal for this type of work, since it is not as affected by the surf and tide. <br />Staff has received verbal approval from the jurisdictional agencies for the County to be included <br />in the existing USACOE environmental permits to remove the non-military debris. It is possible <br />that the work can be extended beyond the start of the turtle nesting season, which is March 1st, <br />with conditions. Staff is in the process of finalizing the permitting issue so that the Phase 1 <br />contractor will not be delayed. <br />If the recommended dual-phase approach is approved by the Board, staff plans to use County - <br />owned equipment such as a drag line or other appropriate equipment to remove the non-military <br />debris from the beach and transport it by truck to the landfill for disposal. The County <br />equipment and trucks will not be placed in the salt water, and it is anticipated that this work will <br />only take place during low tide. <br />ALTERNATIVES AND ANALYSIS: <br />An alternative to the dual approach noted above would be to contract with Casper Colosimo & <br />Son, Inc., to do all of the debris removal work when their contract with the USACOE is <br />completed. While this can be done, it is unknown when they will complete their scope of work <br />for the USACOE, which could adversely impact the non-military debris removal process.
