Keating, AICP P`Mk- <br />Community Development Director <br />FROM: Keith Burnsed, AICP <br />Planner <br />DATE: February 4, 1997 <br />SUBJECT: REQUEST TO REVISE THE CURRENT PUBLIC TRANSPORTATION <br />JOINT PARTICIPATION AGREEMENT (JPA) WITH THE FLORIDA <br />DEPARTMENT OF TRANSPORTATION <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of February 11, 1997. <br />In January 1996, the Board of County Commissioners reviewed and <br />approved a Joint Participation Agreement (JPA) for the capital <br />expenses portion of a state Public Transit Block Grant awarded to <br />Indian River County. The Block Grant has been used by the County <br />as a portion of the required matching funds for the FY 1995/96 <br />Federal Transit Administration Section 5307 Grant, which provided <br />funds for continuation and expansion of public transportation <br />services. While the County has subsequently received a Section <br />5307 grant and block grant for FY 1996/97, the invoicing of some <br />items under the FY 1995/96 grants is yet to occur, so the FY <br />1995/96 grants remain active. <br />In August 1996, the Board of County Commissioners amended the FY <br />1995/96 Federal Transit Administration Section 5307 Grant to <br />eliminate funding for intermodal terminal construction at the Vero <br />Beach Municipal Airport and reallocate those funds to the purchase <br />of additional rolling stock (a trolley), renovation of existing <br />office space, and additional bus shelters and computer equipment. <br />While the amendment to the Section 5307 grant did not change the <br />funding needed from the Block Grant, the changes in the types of <br />capital expenditures necessitate a revision to the project <br />description of the Block Grant JPA. <br />FEBRUARY 11, 1997 9 _ <br />BOOK ��� <br />
