BOOK <br />nESCRIPTIONS & CONDITIONS - <br />In August 1996, the Board of County Commissioners authorized the <br />filing of a Section 5307 grant for mass transit capital and <br />operating assistance. Grant funds are passed -through to the <br />Council on Aging to provide funding for the Community Coach bus <br />system. <br />Capital items to be purchased under with the grant include a <br />trolley (in addition to the trolley purchased under the FY 1995/96 <br />Section 5307 grant), replacement busses, a bus washing system, and <br />a lease of administrative and bus yard space. The complete list of <br />items to be purchased is attached to this staff report as <br />Attachment 1. <br />As part of the FY 1996/97 grant, the Council on Aging has requested <br />to commence the trolley purchase using an existing bid from the <br />trolley bought in October 1996 under the FY 1995/96 Section 5307 <br />grant. The existing bid contains a provision that the Council on <br />Aging could purchase an additional trolley from Cable Car Concepts <br />of Deltona, Florida for the same $112,101 price as the first <br />trolley. That provision expires at the end of the day on February <br />11, 1997. <br />As with the existing trolley, operating costs would be partially <br />paid for by advertising from the business community. While not a <br />direct indicator of the amount of revenue a second trolley would <br />generate, the current trolley has generated almost $30,000 in <br />advertising revenue. The Council on Aging reports that ridership <br />has been acceptable, and the trolley has been well-received by <br />riders. _ <br />Council on Aging transportation staff intend to use the trolley on <br />either the downtown Vero Beach route or the west county route, <br />which runs along State Road 60, or both. <br />While the Board of County Commissioners approved the trolley <br />purchase as part of the FY 1996/97 grant, it is the Board's <br />decision whether or not to specifically authorize the trolley <br />purchase at this time. If the Board does authorize the trolley <br />purchase, the use of the existing bid would require approval by the <br />Board as a sole source purchase. If the Board decided not approve <br />the purchase of the trolley as a sole source purchase, the Council <br />on Aging, in cooperation with the County Purchasing Division, would <br />undertake the bid process again. <br />Staff recommends that the Board of County Commissioners approve the <br />Council on Aging's purchase of a trolley from Cable Car Concepts of <br />Deltona, Florida as a sole source purchase at a price not to exceed <br />$112,101. <br />FEBRUARY 11, 1997 <br />12 <br />
