Commissioner Adams asked if Mr. Ketter had any appraisals or <br />studies that the Board could take into consideration, because she <br />would have to see some evidence that these improvements would not <br />be of any benefit. <br />Mr. Ketter explained that he has owned this property since <br />1974 and it always has been zoned commercial, which is its highest <br />and best use. He certainly didn't want to build a house on the <br />property and they are being assessed for square footage and they <br />are not having any front footage paved._ <br />Commissioner Adams explained that the assessment is done on <br />square footage, but Mr. Ketter felt that is the same thing in this <br />particular assessment. <br />Public Works Director Jim Davis believed the property would <br />benefit from the paving and drainage improvements plus the <br />availability of water service. <br />Commissioner Adams just didn't see how the property could be <br />removed from the assessment without raising the assessment to the <br />remaining property owners or without the County paying a <br />substantial amount from some other revenue source. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Tippin, the Board unanimously opted to <br />keep the assessment as it is. <br />AGREEMENTS WITH MPO AND FDEP FOR COOPERATIVE <br />MAPPING WORK <br />The Board reviewed the following memo dated 2/4/97: <br />TO: James Chandler <br />County Administrator <br />THROUGH: Robert M.
