so that DEP may receive funds in advance of each task, with <br />the MPO reimbursing the County at the conclusion of each <br />task (the MPO receives its funding through the Florida DOT <br />on a reimbursement basis). This relationship is documented <br />in Attachment 2 of this staff report. <br />■ The County and the DEP agree that the DEP will complete work <br />to reference ties to township corners of common use. This <br />work has been budgeted in FY 1996/97 by the Public Works and <br />Utilities Departments, and is to be done on a Task Order <br />basis. This relationship is identified in Attachment 3 of <br />this staff report. <br />The task work order arrangement for each Memorandum of <br />Understanding allows the County to authorize specific tasks for <br />the DEP to complete without the need to develop a new agreement <br />for each component of the project. The task work order also <br />allows the County to control the timing of individual work <br />products, and provides for incremental review of the DEP's work. <br />The County may stop the commencement of a component of this work <br />by simply not issuing a task work order for that component. <br />One requirement of the County/DEP Memorandum of Understanding for <br />creating reference ties to township corners (Attachment 3) is <br />that the County agree to maintain the control network. This <br />involves confirming that the monuments remain in place and <br />replacing any monuments that are destroyed. As with any project <br />requiring periodic maintenance, the County will need to budget in <br />the future for maintenance of the monuments being placed. The <br />amount of needed maintenance funding is not anticipated to be <br />substantial. <br />The MPO will consider its agreement with Indian River County at <br />the February 12, 1997 MPO meeting. In the past, the MPO <br />discussed this project and agreed to work with the DEP to <br />accomplish this work. In addition, the memorandum.of <br />understanding between the County and the MPO must be reviewed by <br />the Florida Department of Transportation (FDOT) and the Federal <br />Highway Administration prior to execution. FDOT officials have <br />informally reviewed the agreement, and their comments have been <br />incorporated into Attachment 1 of this staff report. <br />Staff recommends that the Board of County Commissioners review <br />the information provided herein, authorize the Chairman to <br />execute the finalized Memoranda of Understanding in Attachments <br />1, 2, and 3, and authorize staff to issue task work orders to <br />commence the work. <br />FEBRUARY 119 1997 35��� <br />
