WISEMEN, P.E. 9�Mj <br />AND STAFFED ENVIRONMENTAL ENGINEER <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: SCHUMANN DRIVE FORCE MAIN PROJECT <br />INDIAN RIVER COUNTY PROJECT NO. IIS -96 -25 -CS <br />Even prior to the County I s purchasing the utilities system from the <br />City of Sebastian, odor has been a problem in this area. The <br />newly -completed addendum to the Indian River County Master Plan <br />(September 1996) to incorporate the City of Sebastian (Page 5 - 5, <br />second paragraph) has identified an odor problem at a gravity sewer <br />manhole located at Schumann Drive. Staff is proposing corrective <br />action to respond to this problem. <br />ANALYSIS - -- <br />Staff proposes to discontinue pumping the sewage from the Pelican <br />Island Elementary School to a gravity manhole located at Schumann <br />Drive. It then is going to be redirected by construction of <br />approximately 1600 LF of force main to Lift Station No. 4. This <br />redirection could also require upgrading of both pumps in the lift <br />station at Pelican Island Elementary School, which staff will <br />evaluate in more detail during design. The cost associated with <br />this construction is $72,630.00, which includes the cost of <br />construction, permitting, design, surveying, and project <br />administration. Funding for this project will be from the renewal <br />and replacement account. <br />RECOMMENDATION <br />Staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the following: <br />1. The commencement of surveying, design, permitting, and <br />preparation of specifications for construction. <br />2. Utilization of the labor contract to construct this project. <br />The construction cost will be presented to the Board of County <br />Commissioners for approval. <br />FEBRUARY 11, 1997 <br />48 <br />
