I UJ <br />BOOKA <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />FROM: Doug Wright, Director `?fes" <br />Department of Emergency Services <br />DATE: February 10, 1997 <br />SUBJECT: Approval of Renewal for a Class "D" Certificate of Public Convenience and <br />Necessity for Lifeline Medical Services, Inc., to Provide Non -Emergency <br />ALS/BIS Interfacility Medical Transportation Services. <br />It is respectfully requested the information contained herein be given formal consideration by <br />the Board of County Commissioners at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />On February 28, 1995, the Indian River County Board of County Commissioners approved a <br />Class "D" Certificate of Public Convenience and Necessity for Lifeline Medical Services, Inc., <br />to provide non -emergency ALS/BLS interfacility medical transportation. This certificate. was <br />necessary in order to comply with Indian River Code of Laws and Ordinances as specified in <br />Chapter 304. The certificate was approved and issued for a period of two years and will expire <br />on March 1, 1997. <br />An application for the renewal of the Class "D" certificate has been submitted by Lifeline <br />Medical Services, Inc. The EMS Director and Medical Director have reviewed the application <br />and certify that all requirements of Chapter 304 of the County Code have been met which would <br />justify the renewal and issuance of the referenced certificate. -- <br />ALTERNATIVES AND ANALYSIS <br />Section 304.11 of the Indian River County Code of Laws and Ordinances provides for routine <br />renewal of the EMS Certificate of Public Convenience and Necessity on application by a current <br />certificate holder. This can be accomplished without a public hearing if the Board has no reason <br />to believe that the public health, safety, and welfare require it. Staff submits that there is no <br />reason to hold a public hearing and absent that requirement, the Board is requested to issue and <br />renew the certificate routinely. <br />RECOMMENDATION <br />Staff respectfully recommends that the Board of County Commissioners approve and renew the <br />EMS Certificate of Public Convenience and Necessity for Lifeline Medical Services, Inc., for <br />a Class "D" certificate to be effective for a period of two years from March 1, 1997 to March <br />2, 1999. <br />This provider, as with all others, will continue to be subject to the authority of the state statutes, <br />administrative rules, and as provided by Chapter 304 of the Indian River Code of Laws and <br />Ordinances. <br />FEBRUARY 25, 1997 32 <br />II <br />
