people who need subsidy are hard working earning $5 to $7 per hour <br />and cannot afford monthly rent of $500 in addition to other <br />necessary living expenses. The program is to help these people and <br />more affordable housing is needed in Indian River County. <br />Ms. Gamble emphasized that any multi -family housing requires <br />intense management. <br />At the conclusion of Ms. Gamble's presentation, Commissioner <br />Ginn asked if the need in Indian River County was based on any <br />specifics, and Ms. Gamble advised that studies have been done but <br />she did not have the results with her. The studies were done with <br />respect to Disney Resort and the two new malls. Ms. Gamble advised <br />that many of the workers for these three projects live in another <br />county because they cannot afford to live in this county. <br />Chairman Eggert thought the biggest misunderstanding in <br />people's minds is the difference between visions of the old lipublic <br />housing projects" and what is now being done with subsidized <br />housing developments. <br />Ms. Gamble invited the Board to take a tour of some of the <br />subsidized housing developments. <br />Commissioner Ginn commented that she has been a mentor to some <br />of the people who live in the projects and was familiar with them. <br />III. STATE/LOCAL AFFORDABLE HOUSING NEEDS ASSESSMENT <br />William O'Dell, Research Associate, Shimberg Center for <br />Affordable Housing, advised that Shimberg is under contract with <br />the Department of Community Affairs to produce an affordable <br />housing needs assessment methodology and reports designed for use <br />by cities and counties that are used for updating Housing Elements <br />in their Evaluation and Appraisal Reports (EARS). <br />Mr. O'Dell presented the following data using the EIMO and <br />pointed out interesting or note -worthy comparisons. <br />Indian River Co.
